1. Open innovation during the COVID-19 pandemic policy responses in South Africa and Kenya.
PMID:日期:2022-09-12Most governments upscaled technological adaptations and integration into public service delivery during the COVID-19 pandemic policy responses globally. This article analyzes the context of open innovation (OI) applications and initiatives that characterized public innovation trends and impacted government agencies' responses to contain different consequences of the COVID-19 pandemic in four critical areas: economic recovery strategies, logistics and supply chain, digital health-care partnerships, and collaborations. We show how policy responses increased the uptake and upscaling of OI strategies in Kenya and South Africa. In both countries, government agencies, among other things, upgraded innovative or created online integrated portals for instant data sharing and used knowledge management platforms to monitor the COVID-19 pandemic prevalence in transportation systems and the delivery of vaccines. These enabled effective policy communication and tracing of COVID-19 patients, organizing the population for the vaccination drive, and generating timely data for further action in the four mentioned sectors. 2. COVID-19, asylum seekers, and migrants on the Mexico-U.S. border: Creating states of exception.
PMID:日期:2022-06-20The COVID-19 pandemic illuminates possibilities for creating states of exception while simultaneously destabilizing the Mexico-U.S. border through the politics of fear. Specifically, the Migrant Protection Protocols (MPP), Zero Tolerance Policy (ZTP), COVID-19 CAPIO, Asylum Cooperative Agreements (ACA), and Title 42-using the pandemic under an arcane section of U.S. law to immediately expel asylum seekers and refugees, in particular-highlight the formation of a state of exception consistent with the work of Agamben. They also document how the politics of fear is used to reinforce hegemonic narratives targeting asylum seekers while attempting to reinforce political agendas that lean toward a specific brand of nationalism using the lens of public health as a context. The U.S. government under the Trump administration, and the Biden administration to a lesser extent, constructed these policies aimed primarily at refugees and asylum seekers from El Salvador, Guatemala, Honduras, and Mexico, thereby violating laws and international treaty obligations. 3. Citizens' Willingness to Support New Taxes for COVID-19 Measures and the Role of Trust.
PMID:日期:2021-04-19The COVID-19 public health pandemic has seen governments spend trillions of dollars to limit the spread of the COVID-19 virus as well as to soften the economic blow from the shutting down of national economies. Subsequent budget shortfalls raise the question of how governments will pay for the direct and indirect costs associated with the COVID-19 pandemic. In this article, we study the public's willingness to contribute through paying a new tax, with a focus on Canada. We find that both generalized social and political trust are associated with a greater willingness to support a COVID-related tax and that generalized social trust, in particular, attenuates the negative effect of an experimentally manipulated, specified level of tax burden on policy support. These findings entail important implications for the public opinion and tax policies literature, as well as for policy makers. Gainous, Jason, Stephen C. Craig, and Michael D. Martinez. 2008. 4. The Impact of Punitive Immigrant Laws on the Health of Latina/o Populations.
PMID:日期:2017-06-09This study examines how anti-immigrant policies affect the physical health of Latina/os in the United States. Merging two unique datasets: sum of anti-immigrant policies by state from 2005-2011 and a 2011 Robert Wood Johnson Center for Health Policy nationally representative sample of Latina/os (n=1,200), we estimate a series of logistic regressions to understand how anti-immigrant legislations are affecting the health of Latina/os. Our modeling approach takes into consideration Latinos' diverse experience, context that is widely overlooked in datasets that treat Latina/os as a homogeneous ethnic group. Our findings suggest that an increase in anti-immigrant laws enacted by a state decreases the probability of respondents reporting optimal health, even when controlling for other relevant factors, such as citizenship status, language of interview, and interethnic variation. The implication and significance of this work has tremendous impacts for scholars, policy makers, health service providers and applied researchers interested in reducing health disparities among minority populations.
