1. Impacts of wildfire-season air quality on park and playground visitation in the Northwest United States.
PMID:日期:2024-10-01A significant cost of wildfires is the exposure of local and regional populations to air pollution from smoke, which can travel hundreds of miles from the source fire and is associated with significant negative health consequences. Wildfires are increasing in frequency and intensity in the United States, driven by historic fire management approaches and global climate change. These influences will take many decades or longer to reverse, so the main opportunities for mitigating health effects involve minimizing human exposure through changes in behavior or infrastructure. One key recommendation for reducing pollution exposures during wildfire smoke events is to limit time and physical activity outdoors, but there is limited evidence on the extent to which people make this change. We estimate how use of parks and playgrounds changes with air quality during wildfire season in the northwest United States. We find small reductions in park and playground visits on moderately polluted days, and large reductions, to 50-60% of baseline visits, when pollution levels are high. Disaggregating results by neighborhood characteristics, we find a significantly greater behavioral response to moderate levels of air pollution in neighborhoods with higher socio-economic status, although responses to high levels of pollution are similar across neighborhood types.

2. Public preferences for marine plastic litter management across Europe.
PMID:日期:2023-02-01Plastic pollution is one of the most challenging problems affecting the marine environment of our time. Based on a unique dataset covering four European seas and eight European countries, this paper adds to the limited empirical evidence base related to the societal welfare effects of marine litter management. We use a discrete choice experiment to elicit public willingness-to-pay (WTP) for macro and micro plastic removal to achieve Good Environmental Status across European seas as required by the European Marine Strategy Framework Directive. Using a common valuation design and following best-practice guidelines, we draw comparisons between countries, seas and policy contexts. European citizens have strong preferences to improve the environmental status of the marine environment by removing and reducing both micro and macro plastic litter and implementing preventive measures favouring a pan-European approach. However, public WTP estimates differ significantly across European countries and seas. We explain why and discuss implications for policymaking.

3. Slouching or speeding toward net zero? Evidence from COVID-19 energy-related stimulus policies in the G20.
PMID:日期:2022-11-01This paper analyzes the size and nature of green fiscal stimulus in the G20 countries in response to the COVID-19 crisis, with a focus on the energy-related policies. We exploit a new dataset, the Energy Policy Tracker (EPT), with detailed information on countries' policies since the start of the pandemic. Between January 2020 and December 2021, G20 countries enacted 913 stimulus measures that have direct impacts on energy supply and demand. The average country spent $395 USD per person on energy-related policies. Only 30% of this amount, on average, is devoted to low-carbon measures, mostly in the transit and buildings sectors, with considerable variation across countries. To properly compare countries' efforts in aligning their COVID-19 stimulus with climate goals, we construct a new index, the Green Energy Policy Index (GEPI), using principal components analysis, taking into account both "green" and "brown" stimulus measures. The GEPI varies considerably across countries. We find that on average, countries with a "greener" energy-related stimulus are wealthier and have a lower emission intensity. On average, countries that have experienced the crisis more acutely, both in terms of deaths and gross domestic product (GDP) loss, have "greener" stimulus packages. We discuss the implications of these findings for future research and climate energy policy-making.

4. Climate concern and policy acceptance before and after COVID-19.
PMID:日期:2022-09-01It remains unclear how COVID-19 has affected public engagement with the climate crisis. According to the finite-pool-of-worry hypothesis, concern about climate change should have decreased after the pandemic, in turn reducing climate-policy acceptance. Here we test these and several other conjectures by using survey data from 1172 Spanish participants who responded before and after the first wave of COVID-19, allowing for both aggregate and within-person analyses. We find that on average climate concern has decreased, while acceptance of most climate policies has increased. At the individual-level, adverse health experiences are unrelated to these changes. The same holds for negative economic experiences, with the exception that unemployment is associated with reduced acceptance of some policies. Complementary to the finite-pool-of-worry test, we examine three additional pandemic-related issues. As we find, (1) higher climate concern and policy acceptance are associated with a belief that climate change contributed to the COVID-19 outbreak; (2) higher policy acceptance is associated with a positive opinion about how the government addressed the COVID-19 crisis; (3) citizens show favorable attitudes to a carbon tax with revenues used to compensate COVID-19-related expenditures. Overall, we conclude there is support for addressing the global climate crisis even during a global health crisis.

5. Particulate matter and COVID-19 excess deaths: Decomposing long-term exposure and short-term effects.
PMID:日期:2022-04-01We investigate the time-varying effect of particulate matter (PM) on COVID-19 deaths in Italian municipalities. We find that the lagged moving averages of PM and PM are significantly related to higher excess deceases during the first wave of the disease, after controlling, among other factors, for time-varying mobility, regional and municipality fixed effects, the nonlinear contagion trend, and lockdown effects. Our findings are confirmed after accounting for potential endogeneity, heterogeneous pandemic dynamics, and spatial correlation through pooled and fixed-effect instrumental variable estimates using municipal and provincial data. In addition, we decompose the overall PM effect and find that both pre-COVID long-term exposure and short-term variation during the pandemic matter. In terms of magnitude, we observe that a 1 μg/m increase in PM can lead to up to 20% more deaths in Italian municipalities, which is equivalent to a 5.9% increase in mortality rate.

6. Willingness to reduce travel consumption to support a low-carbon transition beyond COVID-19.
6. 愿意减少旅行消费,以支持新冠肺炎后的低碳转型PMID:日期:2022-03-01This paper explores people's willingness to reduce travel consumption in support of the transition to a low-carbon pathway beyond COVID-19, using new survey data from UK car drivers and air travellers. Evidence from our study indicates that reductions of 24% - 30% to car use and 20% - 26% to air travel could be sustained in the long term. This potentially could lead to annual reductions of 343-529 kgCO per car driver (20% - 29% of pre-COVID-19 car emissions) and 215-359 kgCO per air traveller (10% - 20% of pre-COVID-19 emissions from flying), suggesting that behavioural change may be a major route to emissions reductions. We find that stated voluntary reductions are greater among those who report having 'more time to do creative things' since the start of the COVID-19 lockdowns. Hence, recovery policies promoting low-carbon leisure time may be a key to consumption reductions. We also find that higher-income travellers consume and pollute substantially more than the rest, and yet there is little difference in relative voluntary reductions across the income distribution. We conclude that behaviour associated with affluence represents a major barrier to a low-carbon transition, and that policies must address over-consumption associated with affluence as a priority.

7. Substitution of social sustainability concerns under the Covid-19 pandemic.
PMID:日期:2022-02-01Think tanks and political leaders have raised concerns about the implications that the Covid-19 response and reconstruction might have on other social objectives that were setting the international agenda before the Covid-19 pandemic. We present evidence for eight consecutive weeks during April-May 2020 for Austria, testing the extent to which Covid-19 concerns substitute other social concerns such as the climate crisis or the protection of vulnerable sectors of the society. We measure behavior in a simple donation task where participants receive €3 that they can distribute between themselves and a list of charitable organizations, which vary between treatments. We consider initially a list of eight charities, including a broad set of social concerns. Results show that introducing the significantly reduces the sum of donations to the original eight charities. This derives from two effects: First, introducing the does not significantly change aggregate donations. Second, results point to a high support to the Covid-19 Fund. Overall, our results indicate that donations to diverse social concerns are partially substituted by donations to the Covid-19 fund; yet, this substitution does not fully replace all other social concerns. Results are robust to a 10-fold increase in endowment, with decisions made over €30.

8. Clean air as an experience good in urban China.
PMID:日期:2022-02-01The surprise economic shutdown due to COVID-19 caused a sharp improvement in urban air quality in many previously heavily polluted Chinese cities. If clean air is a valued experience good, then this short-term reduction in pollution in spring 2020 could have persistent medium-term effects on reducing urban pollution levels as cities adopt new "blue sky" regulations to maintain recent pollution progress. We document that China's cross-city Environmental Kuznets Curve shifts as a function of a city's demand for clean air. We rank 144 cities in China based on their population's baseline sensitivity to air pollution and with respect to their recent air pollution gains due to the COVID shutdown. The largest experience good effect should take place for cities featuring a high pollution sensitive population and where air quality has sharply improved during the pandemic. The residents of these cities have increased their online discussions focused on environmental protection, and local officials are incorporating "green" industrial subsidies into post-COVID stimulus policies.

9. The determinants of common bean variety selection and diversification in Colombia.
PMID:日期:2021-12-01Variety selection and diversification are climate change adaptation practices pursued by Colombian common bean producers. We investigate the drivers behind common bean variety selection and diversification in one of the most important common bean production regions in Colombia -Santander. The effects of climate change on this region are expected to be elevation driven. Exploiting the relationship between elevation-driven weather variations and climate change perception in Santander, we estimate an alternative-specific conditional logistic regression model to identify the determinants of common bean variety selection from a survey of producers. Using an ordered-logistic regression model, we also investigate the drivers behind common bean variety diversification within this farming community. We find that farms' elevation, household composition, and seed certification are some of the most important drivers behind farmers' common bean variety selection in Santander. We also find that varieties that sell at higher prices and have shorter vegetative cycles tend to be more preferred by farmers. Finally, farmers who receive more help from family members and own a tractor tend to grow more than one variety in the same production cycle. Common bean breeding programmes can exploit these drivers to design communication strategies to maximize uptake of newly developed common bean phenotypes.

10. Have environmental preferences and willingness to pay remained stable before and during the global Covid-19 shock?
PMID:日期:2021-11-01This study tests the stability of environmental preferences and willingness to pay (WTP) values using a discrete choice experiment (DCE) across three countries pre and post the peak of the first wave of the Covid-19 pandemic. A DCE examining the public's preferences for alternative environmental management plans on the high seas, in the area of the Flemish Cap, was carried out in Canada, Scotland and Norway in late 2019 and was rerun in early May 2020 shortly after the Covid-19 pandemic had officially peaked in the three countries. The same choice set sequence is tested across the two periods, using different but nationally representative samples in each case. Entropy balancing, a multivariate reweighting method, is used to achieve covariate balance between the pre and post Covid samples in the analysis. The results suggest that both preferences and WTP remain relatively stable in the face of a major public health crisis and economic upheaval.
